State panel OKs leeway on 'growth' taxes By BYRON HENSLEY
The Tennessee Advisory Commission on Intergovernmental Relations (TACIR) voted Tuesday to recommend the Tennessee General Assembly offer cash-strapped local governments a way to pay for increasing governmental costs, without having to seek legislative approval.

TACIR is a 25-member panel composed of state and local government officials and private citizens that acts as a forum for discussing and resolving intergovernmental problems.

Steve Schroeder, a Rutherford County resident who has advocated alternative revenues such as adequate facilities and real estate transfer taxes and impact fees to provide relief to property taxpayers, saw TACIR's vote as a moral victory, although the real victory will occur only if the state Legislature goes along with it.
