Electric co-ops to pay local property taxes, not state MARC LEVY Associated Press

The 13 nonprofit co-ops and the generation and transmission company they formed will be exempt from paying about $1 million annually under the state-administered Public Utility Realty Tax, or PURTA.

The ruling entitles them to a refund. The trade-off will be paying local property taxes, plus a one-time surcharge that protects against large refunds, said state Department of Revenue spokesman Steve Kniley.

The refund will not affect the bills of the cooperatives' more than 210,000 customers, Stambaugh said. The association does not know how the refund will be distributed or when the cooperatives will begin paying local property taxes, he said.

Lawmakers waiting to tackle property taxes TWO PLAN POSSIBILITIES
Although many different plans are drifting around in the General Assembly, two plans have come to the forefront in the House of Representatives:

· 6 percent sales tax plan: This plan would maintain the existing 6 percent sales and use tax and would expand it to many services and service-related items. But it would exempt items including food, clothing and textbooks. It would also include no increase in a state tax on realty transfers, which was proposed for some other plans.

House Local Tax Policy Caucus plan: This plan would allow residents to reduce the assessment of their homes by 50 percent, and in return pay more personal income tax. It also provides protections for lower income residents from increases in property taxes. Meeting as a "committee of the whole," the House began to debate, then take informal votes to gauge support for each of 17 different plans.
