Jeb Bush Budget $100 check and lower property taxes under Governor Bush plan.

Every homeowner would get a $100 check and see their property taxes go down under a plan just unveiled by Governor Bush.

Yesterday, Bush unveiled a proposal for one point $5 billion in total tax breaks.

That includes a nine percent cut in the rate for school property taxes.

Neighbors face different property taxes

BY JEFF SCHWEERS FLORIDA TODAY WEB EXTRAS - MELBOURNE BEACH - Gordon Luckett and John Derrig live in identical homes valued at nearly the same price on the same street in the same subdivision south of Melbourne Beach.

Even the paint is the same color. But Derrig will save about $3,000 in property taxes this year because he bought his house a year before Luckett bought his.

"I think it's kind of arbitrary," Luckett said. "They're not treating everybody equally."

But it's the law. Under Save Our Homes, property values get locked in when you file for a homestead exemption. Once that's done, your home's value can't go up more than 3 percent a year. Complete story at Florida Property Tax

Homes can increase 20 to 25% from one year to the next. Sounds good for those not selling. Owners can refinance or get lines-of-credit, take out funds far and above their mortgage and not suffer any tax increases.

In one example a homeowner could have purchased a home 7 years ago for $100,000 paying $1,500 a year in tax. Even thought the home value has risen to $400,000 to $500,000, this owner still would have had a property tax of more or less $2,000 a year tax. The 3% increase rule forbids the County from raising the tax to its full-assessed value. In a County that charges $2 per $1,000 of value, this home should be now paying about $9,000 or more in taxes. The $7,000 savings has now been shifted to other property owners to cover this owner’s savings.
