Redeveloping agencies drain property taxes
" ... (RDAs) stated that in 2002-03, California redevelopment agencies generated $31.8 billion in total economic activity . According to the state controller, for the years 2003-04 there was a total statewide redevelopment debt of almost $64 billion dollars, not counting interest.
Thanks to the increasingly "creative" use of redevelopment dollars by subsidizing hungry developers, local public agencies have seen their funding cut; $2.5 billion in annual property tax revenue is now going to California's redevelopment agencies, money not funding vital public services."
